This is HTML containing VML inline. You will need Microsoft Internet Explorer to see the VML graphic.

VML has been proposed as a W3C standard by a consortium around Microsoft. It has not been accepted or rejected by the W3C. On the Web, SVG is by far more accepted and widespread than VML.

VML is used a lot in graphics exported from MS Office products. Save a Powerpoint Slide as HTML and see the produced files for an example!
